Dibang Students to mobilize resource for emergency relief, calls for intervention of NDRF

ITANAGAR, June 11: With inclement weather dictating terms yet again, All Idu Mishmi Student Union has constituted a voluntary relief group to mobilize resource for providing emergency relief to affected people. It will consist of volunteers who will trek beyond the blockades and provide food and relief assistance.

Dibang Valley Disaster and Relief Committee will be Jidu Tacho as Chairman and Budha Mihu as Secretary.

Besides, the Union has decided to send a delegation to Itanagar to meet Chief Minister to talk on providing relief.

On June 3, the state govt approved for nine additional ration sorties and assured for early restoration of Roing-Anini highway that connects the Dibang Valley district. But these assurances have proved fruitless due to the inclement weather.

Further, the union observing the failure of civil administration and govt's inability to provide relief due to inclement weather, in a letter to the Ministry of Home Affairs further called for deployment of National Disaster Response Force (NDRF) in Dibang Valley.

In light of large scale crisis and failure for relief and rescue work, the Students appealed for early deployment of National Disaster Response Force.

Since the region got cut off from rest of the country on March 31 due to heavy landslides and flood following the incessant rains, the resident of the district are trapped without food and essential medicines.

The Border Roads Organization has also declared that it cannot carry on its work till weather gets improved, it informed the Home Secretary. The union has further called for 12 hours 'bandh' in the twin district of Lower Dibang Valley/Dibang Valley on June 15th in solidarity with people suffering in Dibang Valley district.

However, all essential humanitarian services (medical, military movement, BRO vehicles, and Administration services) during the bandh will not be affected.

       

CoSAAP appeals for special ration for employees

Expressing concern over the shortage of essential commodities in Dibang Valley due to disruption in road communication caused by recent flood, the Confederation of Service Association of Arunachal Pradesh (CoSAAP) has appealed the Parliamentary secretary, food and civil supply for  a special package of essential ration commodities , particularly for Govt employees in  the district.

The Govt employees of the Dibang Valley including  non-tribal employees are facing acute shortage of rice and other essential commodities like salt, dal, onion, M oil due to road disruption for the last three months, the CoSAAP said.

While demanding supply of adequate medicines to the district to overcome the health related problems, CoSAAP also said that the normal state chopper schedule be maintained for evacuation of  Govt employees burdened with  emergency cases.

 

SF8 to begin from August

ITANAGAR, Jun 11: The ambitious Club Football League in Arunachal Pradesh named as SF8 League is all set to start from this summer with organizing committee chalking out modalities and structure of the tournament in its second meeting today.

The Club Football League being introduced for the first time in the state following instruction of All India Football Federation (AIFF), aims to tap hidden football talents of both urban and rural areas, said Organizing Committee Chairman cum Commissioner Kipa Kaha.

The tournament would be held at two levels --Zonal and State. All the 16 districts are divided into four Zones with winner and runners up of each Zone qualifying for the State League. The State level League would be held at Rajiv Gandhi Stadium, Naharlagun from the first week of September while the Zonal level matches would be organized at the designated places from the first week of August next.

Attending meeting, Bamang Tago, Marketing Chairman, appealed Dorjee Khandu led Govt. to invest more resources in Games and Sports, particularly in football, for further development of the most popular sport in the world.

Arunachal Pradesh Football Association (APFA) Secretary G Doke said that despite financial constraint APFA has been organizing various state level competitions and sending teams to various regional and national championships on regular basis. Lamenting lack of good stadiums and other infrastructural facilities for sportspersons, Doke criticized the government for giving less interest in games and sports sector.

Kipa sought cooperation from the state government, various private and public sector undertakings as well as well wishers for successful conduct of the inaugural edition of the Club Football League.

Meanwhile, the organizing committee has appointed Chow Ambika Engling, Mindo Padu, Tadar Jaju and Kage Dodum as chairmen of Zones-I, II, III and IV respectively. Zone -I comprises the districts of Tirap, Changlang, Lohit, Lower Dibang Valley, Anjaw, Zone-II West Siang, East Siang, Upper Siang, Dibang Valley, Zone III Upper Subansiri, Lower Subansiri, Kurung Kumey, Papum Pare; and Zone- IV Tawang, West Kameng, East Kameng, Capital Complex.

 

Arunachal under infrastructure fisheries development projects soon

ITANAGAR, June 11: The Department of fisheries has initiated subsidized schemes in cluster approach for new fish pond construction (on 25% subsidy) and human resource development by granting 100% grant-in-aid in imparting training programme. The first and second phase schemes have been taken up in ten districts during 2008-09 and 2009-2010 in Arunachal Pradesh. The third phase is being taken up shortly for rest six districts during 2010-11 to cover all the 16 (sixteen) districts.

The subsidized financial assistance directly percolates down to the individual fish farmer who fulfills the guide-lines under the technical supervision of the NFDB, Hyderabad base and state fisheries department, informed Director Fisheries Tage Moda.

Centre had entrusted the "National fisheries development board (NFDB)" Hyderabad to carry out a new infrastructure fisheries development projects/schemes for fisheries sector across the country during the 10th and 11th plan period.

A team of monitoring and evaluation (consultants) comprising senior scientists from the government of India - Dr. B. C, Tyagi, (ex-principal scientist) for north eastern region and M. Dandekar, (ex- AGM, NABARD) visited Arunachal Pradesh on May 30-June 11for spot verification in the 8(eight) districts where NFDB schemes were implemented and had interaction with the fish farmers.

 

ASSET launches RAS for girls’ education

WAKRO, June 11: The ASSET will launch the “RAS” (RITU ARUNACHAL SANKALPA) scheme for girl child education on June 13, the Foundation Day of the Apna Vidya Bhavan. Anu Shiksha Seva Trust (ASSET) is launching the special scheme to assist girls to pursue secondary school education after they complete middle school education.

The special scheme to assist girls is launched by the ASSET in gratitude to Shraddha Prakash, Meeta Bardalai, President, AWWA, Meerut Army Division, Yamini Saini, Ritu Mehta, Dolly Sachar, former President, AWWA, DAH Division of the Army, The Arunachal Times, Echo of Arunachal and the Arunachal Front for promoting the cause of Girl’s Education in Arunachal Pradesh.

Three girls from Wakro will be provided free boarding facility under the scheme in the current academic session to pursue secondary school education. More girls will be assisted to complete matriculation under this program.

The RAS will be formally announced by Chandralesh Chouhan in the presence of Col.H.S.Chouhan, CO, 26 Maratha Light Infantry.

The Scheme is initiated by K.Krishna Rao, Principal, DPS, Duliajan who was deeply moved and felt concerned for improving the educational scenario in Arunachal Pradesh during his recent visit to Wakro.

He instantly decided to sponsor a girl child under RAS scheme and presented his personal contribution during his meeting with the Chairman ASSET in Duliajan. He also assured Anugrah that he will always be available to assist the cause of educating the deserving children in all possible ways.

The rate at which students drop out in primary, middle and secondary school level is a cause of great concern in Arunachal and ASSET will do its bit to address the concern.

 

General Hopital Pasighat needs sufficient funds

ITANAGAR, June 11: The Hospital Management Committee of General Hospital Pasighat and ZPM Okom Yosung in its efforts to achive the full-fledged ISO standards hospital in the country in near future has taken up various developmental activities for the Hospital. However, due to insufficient funding from the government, the management is facing financial problems and unable to cater the needs of the people.

This hospital is providing health services to various districts covering East Saing, West Siang, Upper Siang and Dibang Valley District since its establishment.

Despite the financial problems, the committee in its recent meeting has decided  renovate the Kitchen, Septic Labour Room, Operation theatre, Pathological Laboratory, Dispensary Room, Post Mortem Room, ICU and Installation of Dialysis Unit. It appealed the Department of Health and Family Welfare to provide fund to meet the immediate needs of the hospital and urged the MPs, MLAs including neighbouring district MLAs and NGOs to contribute funds from their LAD fund.

The management also appealed the government to provide advanced technology and enhance the five lakhs corpus fund to Rs 10 lakhs.

Meanwhile, the management thanked Local MLA Bosiram Siram and DC Onit Panyang for their constribution for the progress and development of the hospital and thanked MLA Ralom Borang for his assurance to donate high power transformer to the Hopital.

 

APSIC directs Police higher ups to investigate missing file of Vigilance dept

ITANAGAR, June 11: In an order regarding a Missing File No. Vig-30/97 in APIC case no 18/10, the Arunachal Pradesh State Information Commission has recommended the Director General of Police Arunachal Pradesh to conduct a thorough investigation as may be appropriate under relevant section of IPC & CrPC to trace out the missing file and fix the responsibility for loss of file in question and dereliction of duty by public servant.

The action taken by Vigilance department is not going to give any satisfactory outcome as is evident from the work undertaken by PIO/Public authority from the day of missing of said file till date, said an order by State Information Commissioner Toko Anil.

It is further instructed that the office of the DGP shall intimate the Commission with regards to taking cognizance of the Commission's directive preferably within a period of one month from the date of receipt of the order.

The Inquiry officer or investigating officer as the case may be shall be headed by Competent and responsible higher rank officer. Failure to comply of Commission's order shall attract under Section 176/187/188 & 228 of IPC r/w section 20(2) of RTI Act. 2005. Last month, Commission while dealing with the inquiry of a missing file No VIg-30/97 had questioned the working of the officers and Vigilance department. The inquiry seemed to have been conducted just for the sake of formalities in a hurried manner to cover up someone’s misdeeds and thereby buried many things, the order passed by Toko Anil, State Information Commissioner had said.

 

LSYO’s appeal to admn

ITANAGAR, June 11: The Lower Subansiri Youth Organisation (LSYO) has appealed the district administration to allocate the vacant and waste land within Hapoli to those people who desire to settle there.

Clarifying that it is not demanding allotted and private land, the organisation said that their demand was based on the Govt agreement, Dt July 23, 1970. Stating that the Nyishi people have been deprived of their rights from the NEFA days, the LSYO urged the administration to fulfil the ‘legitimate claims of  sincere people of both the communities for justice.’

 

Mebo subdivision cuts off

ITANAGAR, June 11: The major villages of Mebo area remained cut off from the rest of the state due to disruption of road communication caused by flood.

Mebo Elite Society (MES) in a release today said that flood caused by incessant rain for the last three months has washed away all the wooden bridges over Tatsing Korong, Sisiri/Sisar and Taro Tamak Rivers constructed under MLA LAD fund in March 2010 and the road communication in lower belf of Mebo-Dollah road remain disrupted.  As a result the villages like Seram, Kongkul, Kaling, Namsing, Gadum, Mer and other adjacent villages remained cut off from rest of the world, the Society said.

Though temporary bridges were constructed over the rivers and ferry service introduced by some interested persons, exorbitant charges of ferry service has aggravated the sufferings of the people, the Society said and alleged that administration in Mebo area remain silent spectator to pathetic situation of the people of the area.

 

‘Implement minimum central wages for project labourers’

ITANAGAR, June 11: The workers of Dibang Multipurpose Project have urged the project general manager to implement minimum rates of wages fixed under Minimum Wages Act 1948 by the union ministry of labour and employment.

Pointing outs its memorandums submitted earlier in this regard, the Contract Employees and Workers  Union,  also said that the project GM must fulfill the demands as assured within 10 days.

 

Theatre workshop ends

ITANAGAR: The month long Children’s Theatre Workshop organized jointly by National School of Drama, Delhi and officials of art and culture department of Lower Subansiri district concluded here last evening at Abotani Hall. The last drama to be staged was Mulla Nasiruddin based on Arabian Tales.

Lower Subansiri Deputy Commissioner, Sadhana Deori along with government officers, students, teachers and public witnessed concluding day of workshop. In his address district art and culture officer, Tania Siga, while welcoming the audience spoke about various activities national school of drama and motive behind organizing this children’s workshop.

26 children of Woodland School, Hapoli, took part in the for month long drama workshop under the guidance of National School of Drama officials.

 

Land encroachment opposed

ITANAGAR, June 11: All Upper Subansiri District Students Union (AUSDSU) has opposed the land encroachment taking place at the office of deputy director of industries, Daporijo. In this regard union has submitted a complaint letter to director of land management and director of industries on 31st March, seeking their intervention. Union informed that soon they will form their own fact finding committee to enquire about this land encroachment.

Death condoled

ITANAGAR, June 11: Tarh Welfare Society mourns the untimely demise of BSc II year student of Dera Natung Government College, Itanagar Tarh Aruna, who died on June 9 last.

She was an active member of the society and was residing at Kimin

Unless there is a uniform law for the rich and the poor

Dear Editor,

Apropos the editorial "Justice that betrayed"( 9 June), despite India's rhetoric of "democracy" and "independent judiciary", the hard reality remains that extreme or harsh punishments are reserved for the poor while the influential lobby, if at all brought within the ambit of law( on most occasions due to the constant persistence of the media), are accorded punishment hardly proportional to the gravity of the committed crime.

Thus after being callously negligent enough to kill as many as 15274 innocent people and paralysing innumerable souls, the Union Carbide officials have been gifted mere 2 years( that too bailable) in prison, that too after 26 years of the grave offence. The ex-cop SPS Rathore; who not only molested Ruchika Girhotra, but also tortured her to take suicidal step by misusing his political and administrative clout; has been served with a sentence of merely 18 months!

Rapes and murders are nothing but routine occurrences in this "great" land of ours. But hardly do we hear about severe punishment being handed to the perpetrators of such ghastly crimes. But if the alleged "criminal" happens to be a poor watchman in Dhananjoy Chatterjee, hailing from a remote village( alleged because there were many loopholes in that case), rape and murder become "rarest of rare" case overnight and we do not hesitate to hang him to death! According to an article of Malay Chaudhuri published in September 2004 issue of 'India: Today and Tomorrow' --- "There are around 1.8 lakh under trial prisoners( mostly poorest of the poor) in India languishing in jails for more years than the maximum possible years of punishment for the committed crime. Taking Uttar Pradesh as a representative sample for India, 82% of the under trial prisoners are likely to be released as innocents". These accused innocents rot in prisons throughout their lifetime just because their poverty-stricken families fail to furnish the bailable amount! What a tragedy of justice! In contrast those who have been proved to have played the pivotal role in nipping an innocent life in the bud and flouted all safety norms, thereby killing and paralysing thousands are served with softest punishment possible just because the criminals hail from moneyed, "educated", political, urban and influential background.

Bankim Chandra Chattopadhyay commented that law is nothing but a joke for the rich. The same picture holds absolutely true even today. Unless the rich and poor are judged by placing them on an equal platform and the verdicts are awarded irrespective of the financial conditions of the accused and the victim, India cannot afford to call itself a civilized nation.

Any damn dam affects me!

Dear Editor,

This goes to one Tobing Megu of Bodak Village for giving his benevolent advice to me, via your esteemed daily on the 10th June issue.  With the sanctity of my Brains and Heart at their best Biological and Emotional performance that too, at the zenith, and with due apology, I Reject your advice.

As per the Environmental Impact plan for Siang lower H.E. project, prepared and provided freely to any one by Jaypee Arunachal Power Limited, Pasighat Branch, the places to be affected are very much clearly given in written form, save, the non-inclusion of Geku Circle, (which I request the Jaypee limited to include). In that same booklet, it is very clearly mentioned that the Full Reservoir level(FRL) will be 230 meters from the Mean Sea Level(MSL)in the lean period, i.e Winter time and the FRL will go upto 235MSL in the peak season i.e Summer season.

How does the Dam affect me and you? Here it is- As Humans, We are all one, I can't remain silent when one suffers, hope you do the same.

Even the Sufferings of the Bhopal Tragedy affects me as a Human and leave alone my own land, acquired from my Hard earned Money is going to be submerged at Old Market, Aalo Town which is at a height of 240 MSL and the length of the Reservoir is 28.5 Km. from Sangam (the point where Siyom river meets Siang river). I can't remain silent when my Orange Garden (though small in area)at Riew area, that too acquired by my sweat, and at a height of 233 MSL is to be submerged by the same Dam Reservoir.

My lifelines- Sangam Bridge standing with all its dignity at a height of 226 MSL,Patum Bridge at 227 MSL, Simang Bridge at 234 MSL, 65(Dite-Dime) Siang Bridge at 240 MSL and Aalo Town Helipad standing majestically at a height of 241 MSL and even while depicting all these facts, I feel frustrated and the feeling of remorse comes, the places where my Father and Fore-fathers roamed will all be submerged under water in 5-6 years. Is my concept wrong? Or for any other reasons should I have an ill-Motive to submerge my land and property?

As far as facts are concerned and as stated by Jaypee in the same Booklet, Bodak Village is the least affected village among all the villages where the Project is envisaged to come up. Yet, I say Bodak Village is going to be affected and People of Bodak should have their freedom of speech and expression alike people of Pongging village Geku, Katan circles, Pangin-Boleng areas and Aalo town.

Once again, I appeal to all the Legislatures of the affected areas, Adi Bane Kebang(ABK), Galo Welfare Society(GWS)and our former  Chief Minister Gegong Apang, during whose tenure as the Head of the Govt. of A.P. MOU/MOA was signed to come forward and find out an amicable/peaceful solution by hoisting Public meetings and reaching out to the villagers/public, lest, the Pongging harassment episode is repeated in some other place. Because, other than them, there is none to educate and even understand the local feelings and sentiments, for, there are so many Big Dams coming up in all the Districts.

And particularly We, at Geku-Mariyang constituency in this Dam Race has only Bagged four  projects, 2 projects upon Yamne river,1 project upon the river in between Jeru and Sibum village and the 4th one, LSHP. Still, no public/locals approach our MLA JK Panggeng about this abrupt signing of MOUs and the future Displacement of local populace when thousands of outsiders come to start the Project and over populate the locals.

As a human being and being Humane, any Damn Dam in any part of the world affects me.

Deplorable road condition of Capital region

Dear Editor,

Come monsoon and it’s the repetition of the same story of the dilapidated condition of the roads of Arunachal Pradesh in general and that of the state capital in particular. If anyone happens to pass through the highway connecting Gohpur to Banderdewa via Itanagar/Naharlagun one can easily make out the conditions of the lone lifeline of the state capital which is beyond ones imagination regarding road categorized under National Highways.

The journey stretching approximately 60km from Gohpur to Banderdewa is no less than a nightmare as if one is driving vehicles deep in the jungles of sub-saharan Africa. The entire stretch of the road is full of potholes and natural bumpers made up of debris collected due to the monsoon. Further, to add to woes of the common masses driving/travelling through this road, the traffic menace becomes another hurdle.

If I am not wrong I think the traffic scenario and its know-how in our state may be the worst in the entire country. Nobody seems to bother about the traffic rules and regulations and every individual try to dictate his/her own traffic rules that suits the best to them so as to outdo the other.

The conditions of the sector/arterial roads of the twin city of Itanagar/Naharlagun is altogether another sad story which is well known to all the residents of the twin city.

It’s a matter of great dismay that not even a single sector/arterial road of the twin city is properly maintained and motorable. More than anything what surprises me the most is that even the roads connecting to various government establishments including that of the minister bungalows and departmental colonies are in a very sordid state. What more can a common man expect of good roads when the roads connecting to the gates of the custodian of the roads are in such a deplorable conditions?

At this juncture of time I would like to question the department concerned who looks after the roads and highways as to why we have not learnt any lessons from our past mistakes as this scenario is repeating year after year since time immemorial. Why do we always wait for some kind of natural calamities before taking up any remedial measures? It’s high time that the public servants authorized to maintain proper care of the roads and highways wakeup from their deep slumber and ponder into their responsibilities for which they are paid for from the public money. After all the roads and highways are the lifeline and prime asset of any nation and no development is possible without proper road network.

Action should be initiated against APIOs/PIOs

Dear Editor,

Taking advantage of the Right to Information Act,2005, the citizens of Anjaw and Lohit District have filed numerous RTI case against various Departments to know about their Development funds spent in last so many years.

So far 60 cases have been filed under this Act against various Departments in both the Districts. Out of  60 cases, due to non submission of the required documents by concerned APIOs/PIOs on time, 14 cases have been appealed and heard by the State information Commission, Itanagar.

But out of these cases heard in SIC, except for two cases, the remaining cases have been heard in absence of the APIOs/PIOs, wherein the appellants were present in all the hearings. The non-compliance of the order of SIC Itanagar by various APIOs/PIOs clearly reflects that they are least concerned about the Act and its consequences.

So, I on behalf of the Appellants under RTI, Act, 2005 of Anjaw and Lohit District would like to appeal the State Information Commission, Itanagar Arunachal Pradesh to take stern action as per the provisions of the RTI, Act, 2005 against all the APIOs/PIOs who have shown callousness towards the Act and also violated the Court's order and directions.

Consensus for fixation of price

Dear Editor,

Fixation of the values of antique is near impossible, for we do not have the knowledge of the items' origin and time of existence. But, today there are duplicities of the original pieces which make it difficult to even to speculate the present values.

The Tasang, Tado, Duhle, Chungre, Maje, Lahte are the valuables of all Tani Group of Arunachalese. These items are generally treated as antique because we do not know from where and how these precious items came into existence and use, though we have verbal stories of the origins of all different items in question.

The problem today with the sky-rocketing price- tagging with these antiques are numerous and the foremost reason may be the scarcity of these precious pieces. There are wears and tears, so a bulk of the original lot have been lost or broken. Since, people who value these items do not lose heart and started encouraging duplication and naturally as a thumb rule, the antiques lost its real values and hence the present state of affairs.

So far as the present trend of pricing of these ancient items are concerned, all the users need to ponder over the matter and set a standard scale base on the originality, usefulness and availability of all antiques.
